The history of the Agricultural Credit Cooperatives (Tarım Kredi Kooperatifleri) dates back to 1863, when Mithat Pasha was the Governor of Nis and established the "Homeland Funds.” Cooperatives, in particular the Agricultural Credit Cooperatives, took organizations based on mutual aid and solidarity such as “İmece” and “Ahilik,” which the Turkish nation had successfully maintained throughout history, a step further.

The Turkish Cooperative Movement, which continued with the "Homeland Funds" before the Republic and the "Menafi Funds" in 1883, continued to develop with the “Nominal Agricultural Unions Law” numbered 498 in 1924 and the "Agricultural Credit Cooperatives Law" numbered 1470 in 1929. The “Agricultural Credit Cooperatives Law” umbered 2836, issued in 1935, established the "Agricultural Credit Cooperatives" in today's sense of the word, and new contemporary developments took place after this law.

The “Agricultural Credit Cooperatives and Unions Law” No. 1581, enacted in 1972, allowed the Regional Unions and Central Union to be established and prepared the ground for the vertical organization of the Agricultural Credit Cooperatives. While operating as part of T.R.Ziraat Bank, the Agricultural Credit Cooperatives became a completely independent farmer organization with the establishment of the Central Union on May 17, 1977. Although the administrative obligations of Ziraat Bank have ended, it continues to work as a financing bank today.

The Agricultural Credit Cooperatives started being managed by Boards of Directors elected from among their own shareholders, and important steps in the field of democratic cooperatives started being taken after this point.
Decree-Law No. 237, issued in 1984, made significant changes to the administrative and financial structure of the Agricultural Credit Cooperatives in Law No. 1581.

This Decree-Law later became Law No. 3223 in 1985, and with this amendment, the Agricultural Credit Cooperatives became an institution of the Ministry of Agriculture and Rural Affairs; oversight was also given to this ministry. The chair of the Board of Directors were combined in the Central Union in the person of the General Manager and in the Regional Unions in the person of the Regional Manager, but this resulted in management problems, so the structure stipulated in Law No. 1581 was restored with the significant changes made to the administrative structure by Decree-Law No. 553 in 1995.

Foundation's purpose is to provide assistance to the civil servants working in the Agricultural Credit Cooperatives in cases of disability, retirement, or death and to pay the losses resulting from embezzlement, fraud, and similar crimes in the cooperatives that cannot be recovered from the parties involved to the affected cooperatives. It was established with the decision of the Ankara 2nd Court of First Instance numbered 107 and dated September 15, 1965, and began operating under the name “Social Welfare and Chain Guarantee Fund for Agricultural Credit Cooperatives Civil Servants.”

Many articles in the Articles of Foundation were amended in the following years in accordance with the requirements and conditions of the day and the provisions of the legislation of that period, and they took their final form on May 11, 2011.
